Do I change roof heating cable on when it is snowing or do i wait around for it to begin to melt by itself?

Roof heating cable was installed these days. The electrician put in a change for me. He told me not to turn the technique on until finally the snow/ice was presently melting by by itself, but something else i noticed on-line mentioned to turn it on when the snow started out. When do I flip it on?
